Another repercussion of this bug that I experienced is that having the folders restored as root is that some firefox add-ons (namely Boost for facebook is the one that caught my eye) can't update properly as they try to replace the whole folder.
I'm using 2.0.6 and seeing only folders not going back to prior user/permissions when using tar backup with both preserve options on. Files seem fine.
