This bug plurality of persons was confirmed by forum of local community "Linux Mint Japan".

Using the Japanese in the Linux Mint 17.3 (this would have also occurred in the other version)
after we install the Fcitx using mintlocale,
we and does not include and not start "Mozc Setup" (Mozc の設定).
I was confirmed mintlocale in detail. As a result, it did not include the package "mozc-utils-gui". It is a required package to set:
