I have the same problem, happens every time with the Linux Mint 18 installer (32bit Mate edition the last time) when run from an USB drive.
This looks like a serious installer bug and should be investigated / fixed.
This can only be avoided by creating a DVD from the ISO (seriously, in 2016) and then do the install from there.
