Thank you all for your contribution to finding a solution here.
As some of you mentioned this is still an issue with 1.4.
We're talking to the MATE devs to try and find the cause of the problem and the best way to fix it.
In the meantime we downgraded mate-bluetooth to 1.2.0-1 in LMDE, Maya and Nadia.
