I am now running saucy and the bug is still seen there
current policy: frequency should be within 600 MHz and 700 MHz. The governor "ondemand" may decide which speed to use within this range.
I will try a mainline kernel when I get time, but all the other mainline kernels I have tried in the past have this issue, and the upstream bug nobody seems to care about fixing either, so im pretty sure it will still be there.
