(Something else just occurred to me...)
The keyboard is not completely un-functional at the login screen. After pressing enough keys, I can find some that work in displaying incorrect characters to the login prompt window. Most do nothing, but some do consistently output the wrong characters. I will try to write some of them down the next time I see this issue.
(To emphasize: after disconnect, wait, and reconnect, the keyboard works just fine.)
