I got a kernel update this morning. It has *partially* fixed the problem. If I plug my machine into the TV via S-Video an image now appears. However, every 2 minutes (approx) the TV screen (but not the laptop monitor) flashes blue (it displays blue if there is no signal or the laptop is not plugged in).
The updates were for "Linux kernel headers for version 2.6.38 on x86/x86_64". Packages linux-headers-2.6.38-10-generic and friends were added.
