So just some updates.

Yes the code for calculating load averages has been checked and compared. Testing has been done to isolate where the bug is and Lucid without the Xen patchset is not exhibiting this behavior. I have been working towards a test kernel with an updated Xen patch set, hopefully I will get this up for testing before the start of next week.
