WHY do people here change things to "Incomplete" but NEVER GIVE ANY CLUE AS TO WHAT IS MISSING?

If it is "Incomplete", it would help everyone if you would state what it would take to make the report "complete".

Are we all just supposed to guess and play question and answer games?

Or is there something specific that caused the change from new to incomplete?
