I have the same problems on two D945GCLF running Hardy and one D945GCLF2 (Atom 330, dual core) running Hardy and now Intrepid.
Running 64-bit Intrepid server on the GCLF2 (with an old PCI ethernet card):
The more recent kernel, 2.6.27-6, does not boot reliably. It took forever to initialize the nics or locked up at that point with:
BUG soft lockup - CPU #3 stuck for 61s! kstop3:4128
BUG soft lockup - CPU #0 stuck for 61s! kacpid:73
BUG soft lockup - CPU #1 stuck for 61s! kstop1:4126
BUG soft lockup - CPU #2 stuck for 61s! kstop2:4127
Using the slightly older kernel I booted all the way but there are lots of pauses during the graphical boot (I started with -server but added the rest of ubuntu-desktop). I used "noacpi acpi=no" because that seemed to help with Hardy but I'm starting to think that is superstition on my part.

My kern.log has several of these boots.
