I'm not too sure that it is a duplicate, but it may be related. #68191, the /sys/devices/system/cpu/cpu1/cpufreq/scaling_govenor reports "performance" or "userspace" whereas on my system two things are different:
1. /sys/devices/system/cpu/cpu1/cpufreq is a symlink to ../../../../devices/system/cpu/cpu0/cpufreq
2. That symlink is gone on resume, rather than being different that what it should be.
Possibly also related: my two cores do not scale independently--If one goes up they both go up. Possibly related to said symlink. Is this normal behavior?
