Same on Ubuntu.

Hardware: Dell T20, BIOS A11
OS: UEFI installed Ubuntu 16.04.1 LTS with Kernel 4.4.0-31-generic

But the written solution from above helps:
Add xhci_hcd.quirks=270336 to kernel boot options
After this PC doesnt restart after shutdown.
