$ sudo modprobe rtbth
$ sudo rfkill unblock bluetooth

Check if it's working.
$ hcitool dev

It's not necessary to use rfkill every time. DE GUI tools can enable Bluetooth too.

Systemd service for autoloading this driver is in the pipe.
