Right. As the bug mentioned hwpacks I assumed that we would have at
least that permission. If we don't then Linaro can't provide hwpacks
that will have the board fully working.

That would work, but it's a poorer user experience, so I'd prefer a
hwpack-based solution.
If we don't have redistribution permission then we will have to go this
way I think.
