As part of isolating the problem, based on the advice from developers at my end i disabled the trace commands from the test code and tried rerunning the same tests as 50 iteration before.
The tests declared a failure at the end but crucially did not crash.
So clearly this issue can be isolated to a problem with the tracing component rather than cpu hotplug logic. This kind of concurs with the observation that cpuhotplug tests from both the pm-qa and non-functional test suite does not show this failure.
So i would suggest to refocus on this issue with the tracing logic in mind.
