Jenkins provides out of the box an RSS feeds for failures. It can be found at the bottom of each page.
e.g. https://android-build.linaro.org/jenkins/view/Official%20builds/rssFailed

There's a feed for each view, jobs or even a catch all RSS.

There's also e-mail notifications, hence it could be sent to a mailing list.
The subject by default is: "Build failed in Jenkins: ${JOB_NAME} #${BUILD_NUMBER}"

Could you confirm that you still want the mailing instead of the RSS feed? both providing similar functionality.
