I won't post my whole calendar here, but I had a look at the values of the two compared times:

nextOccAlarm: '2011/02/21 09:15:00 isDate=0'
nextRem: '2011/02/21 08:15:00 UTC isDate=0'

This is the time of the first event in the recurring item.
These times are identical for my tz, so why indeed does the comparison give 1?
