What's wrong with this ?
- in the user pref pannel, create a new tab with ...
- a per domain policy selector
- for each domain, the user can choose the level/depth for which a login/password is valid; =1 means a login is valid for all domain.com; =3 means it's for domain.com/a/b and so on. With special value 0 for, one password per URL.
- with a default value, or a default setting.

It would not be the first orthogonal conf and profile management in TB: see how SMTPs are managed: for each mail account, you can either choose to have a specific SMTP, create a new one, share one with other accounts, or, use the "TB default one" that is set in an other menu. The same way we have a "per email SMTP policy", i propose a "per domain password policy" for Cals. That way, users can adjust the valid depth for each server.
