I can confirm this problem and it amplifies https://bugs.launchpad.net/lightdm/+bug/1051288 . You not only cannot enter your password in your desired layout but the chooser implies that you might. But when it seems to change the layout it actually does nothing. It's also rather hard to notice this because the password field only shows asterisks.
