Note first that I have moved this issue to Gitlab:

(The bugs and questions interfaces in Launchpad will go away soon)
Second, I have released libpsml-1.1.10 in Gitlab:
https://gitlab.com/siesta-project/libraries/libpsml/-/releases
This version removes the dependency on iso_varying_string (using instead allocatable character variables), so your problem might have gone away...
I would be grateful if you could check this new version with your compilers.
