Use leonine settings in leo_to_html plugin

Bug Description

A clarification of the invalid bug https://bugs.launchpad.net/leo-editor/+bug/377907

At present, the file leo/plugins/leo_to_html.ini contains configuration settings.
In particular, the default export path, "c:\" must be changed for *nix systems.

The plugin should use settings in leoSettings.leo rather than a wretched .ini file.
