Both case are considered and are legitimate and supported. Members of the launchpad-beta-team can do this now.
1. Anyone who added the project or distro to a bug an also remove it to fix their mistake.
2. The maintainer, driver, and bug supervisor may delete their project from a bug.

You cannot remove another project from a bug. This is a problem if the bug does affect your project, but the other project's contributors are ignoring it.
