I'm not sure I follow that so I'll tell you what I am making it do and you can
check if it meets expectations.
Consider:
* we have 1.0-1 in Ubuntu
* Debian also has 1.0-2 and 1.0-3
If we sync 1.0-3 then bugs will be closed referenced in changelogs for 1.0-2
and 1.0-3.
