Bug Description
When the database revision history for a branch is empty, the branch page displays "this branch was not scanned yet, or no revision were found on the last scan".
Since bug 45987 was fixed, it is possible to distinguish these two cases. The message should be:
If last_mirrored is NULL and it is a mirror branch: "This branch has not been successfully mirrored yet".
If last_mirrored is NULL and it is an upload or import branch: "This branch has not been published yet."
If last_scanned is NULL: "This branch has not been scanned yet" (or some better wording).
If last_scanned is not NULL: "This branch is empty."
