POSTs from bugwatch update script may be redirected from http to https and fail

Bug Description

POSTs issued from the bugwatch update script, depending on remote site config, may be redirected from http to https. When that happens, the request fails.

I believe this is being caused by the fact that we were POSTing to a page which then redirected: that bug tracker is actually HTTPS and the HTTP url just redirects to it. I've fixed it on the live database and I am adding a check for this so we get an explicit error message from the script.

A more elaborate fix would be to use Mark P.'s suggestion at http://www.diveintopython.org/http_web_services/redirects.html

This has never landed on RF 4429. pqm sent the success commit message but didn't commit it. Duplicating against a more recent bug with a better explanation of what happens
