I'd be really happy if the bug tracker just let you choose "wishlist" on the same screen you enter the bug details. Maybe rename "bug" to "issue", if you feel brave, to signal it's not just about bugs :)
I haven't seen where to set the "wishlist" status when filing bugs, unfortunately.
