Bug Description

Per Gavin Panella, on #787656 (https://bugs.launchpad.net/launchpad/+bug/787656), it would be nice if posts on "Fix Released" issues prompted you with something like this.

"Please post follow ups that require developer attention or imply that the issue isn't solved in another bug."

By "post follow ups" I assume you mean follow up *bugs* rather than comments?
