Non-ASCII characters are not sorted properly

In a list of team members, names starting with diacritic characters (ä, á, é, í, ó, etc.) are sorted last, instead of together with the non-diacritic versions of the same letters. For example, in <https://launchpad.net/people/bugsquad>, "Áron Sisak" is ordered last in the list of members but should be with the rest of the As. This makes the list harder to scan.

Instead, sorting should ignore diacritics unless they are the only thing distinguishing one name from another.
