BranchMergeProposal.linked_bugs has this in its docstring:
'Implies that these bugs would be fixed, in the target, by the merge.'

but new branch merge proposals in fact show closed bugs that are not relevant anymore. New merge proposals should show bugs relevant to the action of merging; merged merge proposals should show the bugs that *were* relevant when it was merged.
