I thanked Gavin on IRC for the reply. I also clarified my understanding of it. Here's a summary.
1) The query is doing the right/expected thing right now.
2) He does not see a way to improve it (at this time) without off-lining the recipient calculation.
Perhaps we can get to offlining the recipient calculation while we are still in feature rotation, but if not, this task might be a reasonable thing to do when we first move to a bug rotation.
