Structural subscription bug filters cause multiple "You have been subscribed to a public bug" messages to be sent

Bug Description
When a bug subscription filter matches a bug (and didn't previously),
a "You have been subscribed to a public bug" message is sent. This can
mean that many of these messages are sent as the bug transitions in
and out of states that match a filter.
We probably want to suppress these messages for all structural
subscriptions.

I'm suspicious about this now. I added a subscription to the tag
bugjam2010 in launchpad earlier today and received email about bug
487137 without the "You have been subscribed ..." message.
