Bug Description
The link to the ToS is nowhere near the checkbox that asks if you have read said terms. The ToS link is then hard to find because of the way your eye flows down the page contents, not back up to the top where it currently lives.
The ToS link should be right beside (or be part of) the control that asks if you have read said terms.
I have provided a mockup of the current page and a mockup of the page with the ToS link moved beside the checkbox. The page reads much more nicely due to the space saved.
