Terms of Service link is far away from Terms of Service checkbox on PPA creation page

At the top of the form, we're encouraged to "[r]ead the current version of PPA Terms of Use before activating a new PPA."
Then, three fields down, there's a checkbox saying: [ ] I have read and accepted the PPA Terms of Service.
Given that many folk ignore leading text, it would be great if "PPA Terms of Service" in the checkbox description actually linked to the PPA Terms of Service.

It's not obvious to me how to put a link in the caption of a form field. But would it perhaps be similarly effective to make the ToU checkbox the top widget, immediately below the text and link? It would make more sense than its current location.
