Talked with abentley. A foundations bug for two reasons: diff is served by Librarian, and there was no OOPS.

I don't know if it is a requirement that Launchpad proxy the librarian for this use case. If not, that would solve the problem directly. Otherwise, we're getting into solving long poll requests, which I'm interested in and have some ideas for but don't really want to address right now.
