Gardener breaks on non-unique POFile path

Bug Description

The import queue gardener (rosetta-approve-imports.py) is breaking because two POFiles for the same productseries or source package have the same path: http://paste.ubuntu.com/470617/

In the case we had just now, the clash was with POFiles for obsolete POTemplates. We ought to consider whether we can safely ignore POFiles for POTemplates with iscurrent == False.
