Bug Description

The translations import queue gardener fails while trying to approve a translation upload to a translation that does not have a POFile yet: https://pastebin.canonical.com/41974/

When creating a new POFile, _createPOFilesInSharingPOTemplates calls getSharingPOTemplates which in turn queries the Packaging table. The gardener does not have permission to access that.

This problem was entirely specific to qastaging setup. The security config in the codebase turned out to be fine.
