Status of bugs on package merge proposals incorrect

the bug link is said to be "Fix Released", when only one task
is fix released, and the task corresponding to the package the merge
proposal for is still open.

The link also goes to the context of the fixed bug task.

I suspect that it is picking the default task, rather than the one corresponding
to the package, perhaps because it only knows how to look for matching project
targets.

This is getting fixed in the branch index changes I've been making to clean things up. The branch index page no longer shows the bug statuses at all.

This does complicate things since we're starting to consider not showing bugs that are fix released in some cases. We'll have to make sure we're using the right bug task when we opt not to display bug links.

The work that was In Progress has stalled due to re-thinking taking those importance/status chunks out. In fact, it looks like we're going to have to fix this bug the right way soon.
