Team B is *already* invited. Team B will be a full member of Team A when its admins accept the Team A's invitation.

Users asked us to not list poposed/invited members to non members, you cannot see that Team B is in that list. When you proposed your team, you were transitioning Team B from a *waiting* state to a *waiting* state. So the fix for this will not help you either. Launchpad should show a message explaining that Team B is already invited. Team A is waiting for Team B's admins to accept the invitation.
