In order for the buildd-master to upload and approve templates, database user "fiera" needs to get access to a bunch of tables.

We've identified the following necessary changes in security.cfg:
 * fiera must join the translations_approval group.
 * fiera needs INSERT on TranslationImportQueueEntry.
