The driver or a project, project group, and distribution can:

 * Bug nominations
 * Blueprint approvals
 * Accepting blueprints for sprints
 * The ability to set package bug guidelines.
 * The ability to set official bug tags.
 * Can edit all aspects of a specification
 * Control the agenda of a sprint
 * Can view and edit announcements before they are public
 * Can create series
 * Can unsubscribe package subscribers

The driver of a series is called the Release manager and has additional
powers:

 * Create, edit, and delete milestones.
 * Create, edit, and delete releases.
 * Edit and Delete their series
