It was done in KDE S.C. since version 4.4.
KDE S.C. Lithuanian translation now use:

"Plural-Forms: nplurals=4; plural=(n==1 ? 0 : n%10==1 && n%100!=11 ? 1 : n%"
"10>=2 && (n%100<10 || n%100>=20) ? 2 : 3);\n"

instead of

"Plural-Forms: nplurals=3; plural=(n%10==1 && n%100!=11 ? 0 : n%10>=2 && (n%"
"100<10 || n%100>=20) ? 1 : 2);\n"

GNOME, Debian, Mozilla, Translation project, etc are still using 3 plural forms and I haven't heard about any plans to change this. So changing _all_ translations are undesirable.
