Or a checkbox -- [ ] Assign this bug to a particular person -- which makes a text field appear underneath when it is checked.
Everything added to the reporting form makes it more of a chore. The ideal way of deciding whether to add this permanently would be to add it temporarily, then make a scatter chart of the probability someone uses it against the number of bugs that person reports per week. That would tell us how much it's an advanced feature, how much time it saves avid bug reporters, and so on.
