If you go to https://translations.edge.launchpad.net/deja-dup/trunk/+pots/deja-dup-help you can see that it says that the Dutch translation was last updated on 2009-10-17, yet there are clearly updates in at least December. It seems that entire batch has never had the 'last edited' date updated, and thus it was not exported (it's an optimization in bzr exports to not re-export the same files).
The bug musst be in the code that keeps the PO file last changed date up to date.
