Lines starting with 'From' are quoted in email sent by Launchpad

Bug Description

When Launchpad sends out an email that contains lines starting with
'From', it makes sure that these lines are quoted. Quoting 'From' makes sense only for a client storing the message in an MBOX file, it probably shouldn't be done when sending a message.

That doesn't give a reason for quoting the lines when sending an e-mail.
To me it seems, that the quoting should be done by the client that
stores the message in an MBOX file, the sending part shouldn't care
about how the receiver will store the message.
