Fix Committed means the fix in in the main branch. You need to create a merge proposal to merge your branch into launchpad-devel so that it can be reviewed. You can learn about the patch submitting process from the launchpad development wiki: https://dev.launchpad.net/PatchSubmission . You do need to sign the contributor agreement before your fix can be reviewed.
