Ok, so I don't think that it's clear *why* we should fix this bug. In
what way will it help the triagers? If it's only to provide them with a
way of knowing which bugs to look at, then I think that the fix for bug
50663
already fulfills that use case, and this bug should be rejected.
Bug 50663 will make it possible to hide all Incomplete bugs that haven't
have had a comment added since it was marked as Incomplete. That's a
better approach, since we can't rely on the reporter (or someone else)
actually saying that they provided the info (for example, they don't
know if they provided all the information), so the triager will have to
look at Incomplete bugs anyway.

My question still is, what's the purpose of this bug; how will it
simplify the triagers' work? IMHO, the only thing that would simplify it
is if we mark the bug as Confirmed, but that might increase the
workload of the QA team (if we get a lot of bugs marked Confirmed
incorrectly).
