If you have a key which was registered in LP and then deactivated, there is no way to reactivate this key.
Ideally if a user attempts to claim a key which is present but deactivated, we should send off the continuation isntructions with a token etc, then if they successfully activate that token we should port the gpgkey entry to their LP Person and set it as active.
