Subscribers should be encouraged to attend conferences

Bug Description

The spec subscription system is used by the conference scheduling system to keep track of who would want to be in a particular meeting. However, it will only schedule people who are registered to attend the conference. So when a spec is approved for a conference, or when a person subscribes to a spec that is already approved for a conference, they should be notified and invited to attend the conf.

Bjorn could you take this one on? I think it means subscribing to SprintSpecification creation events, checking which of the relevant people are already attending the sprint, and mailing the rest. I think it's reasonable to do this when the Spec is *proposed* for the Sprint agenda (which is when the SprintSpec link is created) as opposed to the moment when it is approved.

I think this is a bug rather than an RFE. <https://launchpad.net/distros/ubuntu/+spec/winmodem-support> was mistakenly not scheduled at all for UDS -- because one person marked himself as drafter, and another subscriber marked him-/her-self as essential, but neither of them attended.

Perhaps participation should be per-sprint and separated from subscription. (Also worth considering is whether VoIP can be counted as participation without attendance.)
