Thus I think that it is important to CLEARLY offer this option to me just as soon as I enter the bugs.launchpad website. Otherwise in my frustration, I am likely to generate duplicate bugs!

I ran into precisely this problem when responding to a request from Bug 469378, Launchpad forced me to initiate a new bug #469785 because this entry into Launchpad assumes that the user is not aware of similiar/identical bugs reported, and the analysis of the title just didn't do the job. Note that I deliberately gave Bug #469785 the precise same title as #469378, but strangely enough, that didn't flush out #469378 so that I could simply append the new stuff to it!
