From user's standpoint that's exactly Kubuntu's problem, not KDE's own. Look, Canonical provides both OS and services (like bug tracking system). Hence user could (and would) expect that supplied software could work properly with offered services and that at least interaction of offered software and services have been anyhow tested and works properly.

So as for me, this bug looks like "poor system integration" or "bad defaults" or so. On distro level, there is nothing prevents for example supplying Firefox and using it instead, etc if it works better with your services. As for me, let's say, Konqueror is not really usable as day-to-day browser anyway. So I can see there is much more ways to fix this issue at distro level than just report problem to KDE. So I'm not really understood why this bug marked as "invalid" or how triaging happens or how you're going to track this issue down and make sure users are not affected by it, etc. However if you're really sure that this is bug in Konqueror I probably should re-submit it to KDE as well anyway.
